You’re given the choice to stay in Heaven or return to Earth? Who would ever elect to return to Earth?
Answer:
I would imagine that many bullies or sadists that go to hell after their incarnation is finished would love to come back to Earth where they could continue to terrorize people as they did during the incarnation.
But, from what I have been told, such people lose their right to decide their future.
