Everything is made of vibrations.
Us humans have a basic frequency, a shared one that is similar to the vibration of planet Earth.
But, and this is the important bit, each person also has a variant of that basic frequency according to his level of goodness, of holiness, of who he is.
When he gets to Heaven, he finds that Heaven is constituted of many levels, each one corresponding to a particular frequency.
By a spiritual law called the Law of Mutual Attraction, people are drawn to a part of Heaven that corresponds to their own frequency.
So, a person who has a high vibration, through being good, is drawn to a part of Heaven that matches his high frequency, whereas an evil person is drawn to a part of Heaven that matches his low frequency.
It is all quite automatic.
